The Lagos State government employs thousands of civil servants across ministries and agencies to develop and implement policies as well as provide public services to citizens.

Civil servants within Lagos State have their salaries structured into 16 grade levels, from entry-level clerical officers to top administrators heading entire ministries.

Lagos State Civil Service Salary Structure

The 2024 Lagos civil service salary scheme offers monthly salaries ranging from ₦62,000 for the lowest ranked officers up to ₦640,000 for the Head of Service directing the entire bureaucracy.

LAGOS STATE CIVIL SERVICE SALARY STRUCTURE PER GRADE LEVELS

Below are the salary levels of civil service employees in Lagos state.

GRADE LEVEL 01

The entry-level grade for Lagos state civil servants is Grade Level 01. This grade has a salary range of ₦62,000 to ₦82,096 per month. Jobs in this grade are usually clerical/secretarial jobs that require secondary school qualifications. Civil servants on Grade Level 01 provide basic administrative and clerical support to government ministries and agencies.

GRADE LEVEL 02

The next level is Grade 02 with a salary range of ₦63,000 to ₦90,000 monthly. This grade is for skilled crafts and trades workers with technical qualifications and experience. Jobs in this grade include artisans, drivers, technicians and field/survey assistants working for state ministries.

GRADE LEVEL 03

In Grade Level 03, Lagos state civil servants earn between ₦65,000 and ₦97,000 per month. This grade is for roles like registry clerks, account technicians and laboratory assistants. Jobs at this level require technical skills, SSCE certificates and some years of work experience.

GRADE LEVEL 04

The salary range for Grade 04 is ₦68,000 to ₦106,000 monthly. This grade covers a variety of skilled jobs like research assistants, court clerks and public health inspectors.  Civil servants on Grade Level 04 provide skilled technical services and support specialized government operations.

GRADE LEVEL 05

Lagos state civil servants on Grade Level 05 earn ₦77,000 to ₦123,000 as monthly salary. This grade is for professional jobs like nurses, accountants and librarians requiring a Higher National Diploma or university degree.

GRADE LEVEL 06

With salaries ranging from ₦95,000 to ₦150,000 per month, Grade Level 06 is for civil servants working as senior technicians, researchers, translators and experienced professional officers. Jobs at this middle-management level require an HND or university degree with considerable specialized experience, expertise and supervision skills.

GRADE LEVEL 07

In Grade 07, Lagos state civil servants take home between ₦127,000 and ₦195,000 monthly. Jobs at this level require university qualifications, many years of experience and proven leadership abilities.

GRADE LEVEL 08

The salary band for Grade Level 08 is ₦165,000 to ₦245,000 per month. This grade comprises senior specialists and professionals in charge of divisions and independent functions within their ministries. Grade 08 roles demand vast expertise in specific fields like medicine, actuarial science, engineering, law etc.

GRADE LEVEL 09

In Grade Level 09, Lagos civil servants earn between ₦195,000 and ₦290,000 monthly. This grade covers heads of departments and administrators directing substantial operations and resources. Grade 09 roles require a master’s degree, professional qualifications and about 10-15 years of progressive experience.

GRADE LEVEL 10

Grade 10 comprises experienced directors and senior administrators leading the formulation and execution of major policies. These civil service employees go home with salaries ranging from ₦229,000 to ₦333,000 per month.

GRADE LEVELS 11 TO 15

These top grades from 11 to 15 cover Permanent Secretaries who are the most senior civil servants heading entire ministries. With monthly salaries from ₦265,000 up to ₦567,000, they are highly qualified policy experts directing all technical and administrative aspects of their ministries.

GRADE LEVEL 16

Finally, Grade Level 16 represents the pinnacle of Lagos state’s civil service structure, with salary range ₦444,011 to ₦640,000 monthly. This special grade is for the Head of Service who oversees the entire state civil service. The Head of Service monitors policy implementation across all ministries and handles matters like reforms, staffing and civil service operations.

LAGOS STATE SALARY STRUCTURE BASIS

The salary structure of the Lagos State Civil Service is guided by the Consolidated Public Service Salary Structure (CONPSS) approved by the National Salaries, Incomes and Wages Commission.

However, the Lagos State Government implements slight modifications to the CONPSS structure to incentivize productivity and high performance especially for senior management cadre.

The 2024 salary structure sees an upward review across board in line with inflationary trends and rising cost of living.

ENTRY-LEVEL SALARIES

The entry point for graduates into the Lagos civil service is Grade Level 07 which has two salary steps ranging from ₦127,000 to ₦150,000 per month.  The recently approved national minimum wage is applicable only to Grade Level 01 Step 1 officers who will earn ₦62,000 per month.

MIDDLE-GRADE OFFICERS

From Grade Level 07 to 12, there are two salary steps applicable to each grade level with a nominal difference. For example, officers on Grade Level 08 earn a minimum of ₦160,000 and maximum of ₦250,000 per month.

SENIOR/MANAGEMENT GRADES

The Director cadre of the Lagos State Civil Service from GL 13 to 16 earn significantly higher than the federal CONPSS rates. GL 13 officers receive between ₦418,000 to ₦463,000 monthly. At the peak level of GL 16 being Permanent Secretaries, the minimum and maximum salaries are ₦762,000 and ₦833,000 per month respectively.

SPECIAL PACKAGE FOR CONSULTANTS & PROFESSIONALS

The Lagos State Government also implemented a special consolidated tertiary institutions salary structure in 2020 to attract skilled professionals into the State’s healthcare system and tertiary education institutions.

Medical consultants, health professionals and academic staff in state-owned polytechnics and colleges of education enjoy enhanced salary packages separate from the core civil service structure.
