The position of second citizen in Nigeria is held by the Vice President who is the number two citizen in Nigeria, after the President and Commander-In-Chief of the federation.
His powers and duties are also entrenched in the 1999 constitution and he deputizes the President. Upon the death of the president or if he is found incapable to lead, the constitution allows that he be sworn in as the next president, that is he is the next in line. His title is Grand Commander of the Order of the Niger (GCON).
The executive functions of the Nigerian vice president includes participation in all cabinet meetings and, by statute, membership in the National Security Council, the National Defence Council, Federal Executive Council, and the Chairman of National Economic Council. Although the vice president may take an active role in establishing policy in the Executive Branch by serving on such committees and councils, the relative power of the Nigerian vice president’s office depends upon the duties delegated by the president.
In the state level, the position of second or number two citizen is held by the deputy governor of the state and the same rule of swearing-in applies when the governor dies or is deemed unfit to govern the state.
